Others served as the “muscle” of the operation, sneaking into the nation in the months preceding September 11.

Presidents Clinton and Bush used law enforcement, intelligence, and military personnel to combat the growing threat of terrorism.

But they missed bin Laden’s most daring plan to date, which involved using highjacked civilian aircraft flown by suicide bombers to attack New York and Washington, D.C.

What Was the Death Toll From the 9/11 Attacks?
